If you want to shoot ice bolts out of your fingers to wipe a raid and then revive them all as skeletons to fight for you while buffing the stats of the whole colony with holy power, that's what that mod offers. RimWorld of Magic is a really fun mod, but it's also incredibly imbalanced and has some pretty serious performance issues. All the "powers" exist in the base game in the form of single use artifacts or the effects of psychic drones/ships, Royalty just adds a way for colonists to hook into that same system in a usually pretty balanced way (some psycast combinations can be very strong if you know how to use them though). Royalty adds psycasts not magic, it's based on hard sci-fi like biotics or nano casts (or psychic abilities from Firefly) and mostly revolves around psychic manipulation and connecting with the nexus to trigger skips. That's not really at all similar to Royalty. Rhadamant did a wonderful playthrough with this, before Royalty DLC came out. As far as I've found, there are no mods that replicate or even come close to replicating what Ideology does. They aren't exact replacements, but there are mods which add magic similar to psy-casting, and there are mods which add additional quests. Royalty, on the other hand, adds psy-casting and royalty quest lines, which are interesting, but both of these things are fairly easily replaced by mods that already existed. Colonists having belief systems, the huge variety of potential ideologies (especially with mods that add memes and precepts like Vanilla Expanded), and the ceremonies and quests for sacred relics adds a ton of much needed detail and interesting variability. I would go with Ideology personally if you're choosing one or the other, because Ideology greatly increases replayability while expanding upon an area of the game that is underdeveloped in vanilla. I've only played with Ideology, but purchased it after reading a lot of reviews and overviews of the DLCS.
